    "content": " Mr. Speaker, Sir, I beg to reply. (a) Yes, I am aware that mobile phone coverage is not ubiquitous across the country considering the mobile phone penetration of 63 per cent, and land coverage of 36 per cent. This is a reflection of the fact there are some areas of the country where mobile services are not available. Equally, there are citizens who do not have access to the service. The Government has in the recent past focused its efforts on opening up the mobile market to allow for more players in order to create a competitive environment that is conducive for growth and service penetration. This has, indeed, yielded positive results as evidenced by the current number of mobile subscribers totaling 24.9 million from a total of 15,000 subscribers prior to liberalization of the telecommunications sector."
