"content": "Mr. Speaker, Sir, I appreciate the good answer given by the Minister. However in part (a) of the answer, he has said that this function was transferred to the Ministry of Water and Irrigation in 2002. I have a letter from his office which was written in 2008 stating that they would privatize the sewer in Kerugoya Town in the next financial year, which was supposed to be 2009/2010. Was it a contradiction or is it that the Minister was not aware that the function had been transferred when the Ministry was doing this letter to the county and the municipal councils in 2008?"
