    "content": "Mr. Speaker, Sir, indeed, I am aware of the letter that was written by my then Permanent Secretary dated 10th December, 2008, but I wish to state that he had not familiarized himself with the aspects of the Water Act. So, this letter was misleading in that context. As it stands now, once we have water companies which now fall within the domain of the Ministry of Water and Irrigation in accordance with the Act, the provision and any funding has to be channeled through there. However, I am aware that the Kirinyaga Water and Sanitation Company contracted Wanjohi Consulting Engineers to carry out a feasibility study and design on the sewerage system installation for Kerugoya Town. This is then supposed to be submitted to the Ministry of Water and Irrigation."
