    "content": "Mr. Speaker, Sir, I can only inform the Member that we could not get a site near the dam. The only site that we got was 15 kilometres away from the dam near a place called Kiganjo and it would have cost us an extra Kshs100 million which we needed to construct this dam. So, we opted to dump the excavated material near the dam and got equipment to compact the soil to ensure that it does not fall into the dam. We also educated the community. When we construct a community water project, we ensure the participation of the stakeholders for sustainability purposes. That is what was done."
