"content": "Mr. Speaker, Sir, I want to say that this hon. Member was the first person to come and tell me about Hohwe Dam and what it means for the people around it. We are supposed to take care of more than 8,000 people and 1,000 livestock. That was how the Ministry came to know about the people we are dealing with, including their own elected counsellors. So, when we go there, we do not just go there with equipment and start scooping soil. We must ensure that the people are involved. The people are informed of the amount of money that we put in the construction of a dam, so that they can also feel part of it. Mr. Speaker, Sir, you know that with the new Constitution we have in place, we are talking about participation of the leaders, so that they know what the Government is doing, to the extent that they can also say “This is not what we want.” Although we did not have the new Constitution in place then, that was done. Thank you, Mr. Speaker, Sir."
