    "content": "It is the Chair who determines whether a matter is affecting counties or not and at the time of that determination, of course, you can always challenge the Chair in a proper way. Before we took the vote, I made it abundantly clear that this is a matter affecting counties. So, that is why we went on to the roll call division. That is the correct position. Hon. Senators, in fact, even the first line of the Motion reads like this:- “Aware that over the last 20 years, thousands of people in some counties in Kenya---“ So this is a matter affecting counties. We now have a balance of 10 minutes where we will call upon the Mover to reply on the initial Motion. The voting for the main Motion will be tomorrow afternoon."
