    "content": "Thank you, Madam Temporary Speaker, for giving me this opportunity to contribute to this Motion. I rise to support the Motion, taking into account the fact that the Mover of the Motion clearly indicated that what is being proposed to be transferred are actually the resources, functions and powers relating to development of infrastructure and equipping of the institutions. That does not affect the quality of education because the policies and guidelines are all still under the national Government. Madam Temporary Speaker, I support this Motion because I come from an area where illiteracy levels are still very high. I am talking of about 80 per cent illiteracy. With the new Constitution which has devolution, where the county governments are to take care of education, I think that now we have a new beginning. If we start with the ECDE programmes then we can capture, at least, those who have been missing out due to lack of The electronic version of the Senate Hansard Report is for information purposes only.
