    "content": " Madam Temporary Speaker, I congratulate Sen. Nobwola for bringing this Motion. I hope that upon its passage, either herself or the relevant Committee can move on to draft the relevant legislation. I do not believe that we can pass it and leave it to the Government to bring the Bill. I also want to congratulate the Senate. I think all of you Senators have conducted yourself in utmost dignity and decorum in the politics of this country. Whatever we try to do here Kenyans are watching, appreciating and can see that in your able hands, there is some future. Madam Temporary Speaker, the issue of youths and youth unemployment is definitely a ticking time bomb in this country. We are not trying to re-invent the wheel. It has been tackled elsewhere.
