    "content": "Mr. Temporary Deputy Speaker, Sir, I want harmony between the authority that we are proposing - I do not know whether this should be found in this Bill, or another piece of legislation - the Ministry of Higher Education, Science and Technology, particularly in relation to university, polytechnics and technical institutes education. The authority should not just manage assets and funds and the usual things that we give parastatals, but should be a parastatal that will be intellectually driven to provide meaningful change in the development of skills that will turn round the economy of this country."
