I know it took a while for the Fund to be up and operational and before I walked into the Chamber today, I had a chat with the Permanent Secretary, Dr. Ndemo, and he informed me that the Board was eventually appointed and I think the Fund is operational from the last financial year. It took like four years for the Fund to be up and about because of too many Government bureaucracies and logistics. The point I am trying to make is that there exists a law to push this telephony companies or the service providers to set aside some funds to ensure that the disadvantaged areas are also taken care of.
