"content": "must be matched with commensurate budgetary provisions to enable the counties to work. This is because it does not make much sense to say that you have devolved medical services, like is defined currently in the Constitution and enabling law and yet, the governor cannot hire a single nurse, because they have no provision for it. The governor cannot hire a single doctor because there is no provision for it. Wananchi will continue to ask these questions because they are relevant, necessary and important. So, when we pass a Motion like this, the Committee on Implementation must follow it to its logical conclusion. I want to urge the Senate to approach this in a bi-partisan manner because the health of a child in areas that we think have had better times in the past and the health of a child in areas that have been neglected is still the same health of Kenyans. In fact, there was a time when I visited a friend of mine in a place in Kiambu called Ruthimitu. That place looks like we are 60 years ago and yet, sometimes we stand here and say that the people of Mt. Kenya have enjoyed the best of times. Of course, the few rich people in Mt. Kenya have had an inordinate share of the goodies of this country, but there are also people there who are the poorest of the poor. Mr. Speaker, Sir, I want to urge all Members to support this Motion, as I laud Sen.(Dr.) Machage for being forward looking, broadminded and conscious of the fact that the profession for which the taxpayers’ money of Kenyans took him to university to learn can be translated into something beneficial to all Kenyans. Mr. Speaker, Sir, I beg to support."
