    "content": "Madam Temporary Deputy Speaker, this Bill makes the approval hearing open and transparent, unless there is a clear reason provided in law as to why that cannot be done. So, we will not be asking the relevant Committees of the House to allow for public participation. We will not ask them to open it to public. It is now going to be a legal requirement. It is going to be embedded in the Statutes that wherever you are required to do approval hearings, you must do it in the open. Kenyans must see it and it must be transparent."
