"content": "Madam Temporary Deputy Speaker, the third issue I want to front here has to do with the issue of the rights of the nominees who are supposed to be vetted. I think we should not injure nominees for a particular position, because they are also Kenyans. The law has to treat us fairly. We know that at times personal vendetta can get to the floor of a committee, because maybe someone within the public has a bone to pick with the individual who has been nominated. It has to be a delicate issue of balancing. Where a member of the public would want to come and provide information to a committee on the suitability of a candidate, what is the threshold of evidence that is supposed to be provided by this individual to the committee? What is the threshold of evidence whether incriminating or trying to give credit to a person? What is the threshold of evidence that we are establishing? Is it merely hearsay? Should it be in terms of documentary evidence? Should it be in terms of video recording? Should it be in terms of opinion? So, I think it has to be a bit clear within this public appointments law as to the threshold of information that we would want to seek from the public for a committee to make a sound judgement."
