(Dr.) Khalwale to request the Chairman of the relevant committee to comply with conditions which have not been set by either the ruling of the Speaker or any other Standing Order or precedent? For example, Sen. (Dr.) Khalwale has said we need a Statement signed by the Cabinet Secretary. These are new ways of doing things. The Speaker has not either through a ruling or review of the Standing Orders given any direction on this. This House is not seized with a proper tradition. So, is he in order to require the Chairman to do something which is not required by any law, Standing Orders or the rulings of the Chair?"
