    "content": "Thank you, Mr. Speaker, Sir. Following in the footsteps of Sen. Billow, I want to reveal that the sub-Committee of the House Rules and Business Committee is actually dealing with this problem. It is a unique problem. We have to decide what type of Parliament or Senate we want to be. In the United States of America, for example, it is not a pure presidential system because the Vice-President of the United States of America is actually the Speaker of the Senate. So, there is some linkage. But in our system, as of now, we have a pure presidential system and it will be very odd for a Member of this House or even a Chairman to pretend to be speaking for the Executive. That also notwithstanding, the principle or collective responsibility was enshrined in the old Constitution so that when a Member of the Government was speaking wherever, and more so, in the House, he was bound by his Statements. Not only just him, but the Government was bound by his Statement. But the Executive now is not bound by the Statement made by the Chair. I am also a Chairman of a Committee.
