    "content": "relevant parts of the Constitution and ours is not a contentious, but advisory matter. In other words, the court will be called upon to exercise its advisory opinion. In the circumstances, I just wish to say that it is only proper that the authorization of this House, in form of passing this Motion, be obtained as quickly as possible, so that we can move on to other business. I do not think that any Senator has any problems with this Motion. Mr. Speaker, Sir, with those few remarks, I beg to move and request Sen. Elachi, the Majority Chief Whip to second this Motion."
