"content": "Thank you, Madam Temporary Speaker. The other time, I was looking at what other legislation exists which affects the system of devolved governments. To begin with, on matters of public administration and security, there is a whole cocktail of statutes that if not looked into and reviewed or amendments made to them, we will enter into a system where the Provincial Administration, particularly governors and county assemblies, will experience difficulties in governing counties. For example, under the law relating to liquor licensing, if you look at the Constitution, the authority of the county governments includes this kind of licensing. If you go into that Act, you will find that the process is under the District Commissioners. If you want a liquor licence, you have to apply to the District Commissioner. If you want to appear before a tribunal established under that Act, the Tribunal is presided over by the District Commissioner and yet under the Schedule, issues relating to liquor licensing fall under the county governments.
