    "content": "I want to start by thanking hon. Mungatana for being brave enough to come up with a criterion on how we move into the new constitutional dispensation, under which Parliament is seized with the matter of vetting all senior public appointments; as of now we do not have very clear criteria as to how this should be done. This is the first attempt that has been made in terms of defining criteria, and it is a very good beginning. There might be a few changes required to fine tune the Bill but, at least, we have a solid start. I really want to congratulate him."
