Senator for Isiolo that based on analysis done by the Parliamentary Budget Office which is incidentally the same office of the Economics and Research shared by the National Assembly that up to 18 counties will face a deficit of up to Kshs28 billion. In other words, 18 counties will not provide services which have been devolved to the counties. For example, Nyeri County will face a deficit of up to Kshs3.5 billion, Nairobi, up to Kshs7 billion and Mombasa over Kshs2 billion in providing services they were providing before. So, you can imagine what will happen if the Kshs48 billion is not provided."
