"content": "Mr. Temporary Deputy Speaker, Sir, while I want to thank hon. Mungatana for bringing the Bill to the Floor of the House, there are one or two areas that I feel probably could have been done to enrich the Bill. I agree with the sentiments that have been made by hon. Kimunya; that much as we want to cure the social ills that have been there in the country, I think it is also not good to do it in reverse, so that we come to a situation where big is bad. I think all Kenyans who are willing to serve their country should be given a chance to do so. Mr. Temporary Deputy Speaker, Sir, I just have a few comments. For example, in Clause 5(2)A, when you say “in writing”, I think in the context of the modern world, you have to really clarify what “in writing” is, when we have social media, electronic mail, facsimile and all that. It would be good to clarify what you mean by “writing”, especially now that we have Bills that recognize electronic communication; “in writing” no longer means what it meant in the 1980s and 1990s. Mr. Temporary Deputy Speaker, Sir, again, Clause 5(4) says:- “A Committee shall notify the public of the time and place for holding an approval hearing, at least, seven day---” I think that should be “days” and not “day”. It is just a typographical error."
