    "content": "Mr. Speaker, Sir, I do not know what the point of order was, but I have, at least, succeeded in waking up Sen. Njoroge. Normally on any other Motion, he would be free and be the first to stand up to contribute. Since it is the right of Senators to take a vote, I would like to say that this Motion is a good Motion. If we want to protect devolution, all Senators should support it. With those few remarks, I beg to support."
