    "content": "Mr. Deputy Speaker, Sir, I rise on a point of order on the basis that a question has arisen in the National Assembly on whether the Division of Revenue Bill is properly before the House. It is important, before proceeding with debate, for the Chair to make a determination whether this Bill is properly before the House. Otherwise it may be an exercise in futility for us to go on with the debate when the legitimacy of the debate is in question. Mr. Deputy Speaker, Sir, I am aware that there were some informal discussions between the leaderships of the House. But that was generally on the creation of an enabling environment for purposes of effective business between the two Houses. Probably, a statement was forthcoming in that regard. But purely on the basis of this Bill that is before the House, and on the strength of the fact it was formally referred to the Senate by the National Assembly, a question has arisen which we cannot proceed without taking judicial notice of the proceedings in the National Assembly. I urge the Chair to make a determination as to whether or not debate should proceed or we should proceed on the basis that you will make a ruling at some point. Mr. Deputy Speaker, Sir, on the other hand, if you feel that a few hon. Senators should ventilate on the constitutionality or otherwise of this process, before you make a determination, some of us are quite ready to proceed in that regard. I notice that both the leadership is now in the House."
