    "content": "In fact, Mr. Deputy Speaker, Sir, if you could allow me to begin from the beginning, I think it is better to look at Article 109 first before you look at Article 110. Article 109 says:- “(1) Parliament shall exercise its legislative power through Bills passed by Parliament and assented to by the President.” It is important to emphasize the word “Parliament.” “(2) Any Bill may originate in the National Assembly.” And (3), which is the important one states:- (3) A Bill not concerning county government is considered only in the National Assembly, and passed in accordance with Article 122 and the Standing Orders of the Assembly. “(4) A Bill concerning county government may originate in the National Assembly or the Senate, and is passed in accordance with Articles 110 to 113, Articles 122 and 123 and the Standing Orders of the Houses. The division of revenue between the national Government and the county governments is a Bill that affects the counties and there is no way that anybody can convince me that this Bill does not concern the counties.
