    "content": "So, Mr. Deputy Speaker, Sir, that Article, together with Article 110, which I think is more to the point, states:- “(1) In this Constitution, “a Bill concerning county government” means–– (a) a Bill containing provisions affecting the functions and powers of the county governments set out in the Fourth Schedule;” Nothing affects the county governments more than the amount of revenue that is going to be allocated to the counties as a whole or individually. So, Mr. Deputy Speaker, Sir, I do not want to take a lot of time. I beg to support and I look forward to the amendments so that we can raise the amount that is going to the counties. Thank you, Mr. Deputy Speaker, Sir."
