    "content": "I am looking at page 309, the Fourth Schedule, No.31, Energy policy including electricity and gas reticulation and energy regulation. The national Government is supposed to give us the energy policy. But if you look at page 312, No.8(e), the county government is given the responsibility of county planning and development, including electricity and gas reticulation and energy regulation. The same function which is given to the national Government is also given to the county government. So, the question is; why would you give so much to the national Government and only a mere pittance to the county governments when they are performing the same functions? Madam Temporary Speaker, look at the roads; being given only Kshs28 billion when they are only doing the national roads, when all the other roads are being done by the county governments.
