    "content": "now is to make the budget; the Executive is merely making proposals, but the real decisions have to be made by the Senate. We are being called upon to do so. Lastly, Madam Temporary Speaker, we have to understand what the budget is. The budget process is not merely a game of numbers; it is to implement Government policies and the Constitution. What we are doing here is very fundamental to the implementation of the devolution process in this country. So, it is for us to amend these figures to make sure that our role as the custodians of devolution is properly played out and implemented. With those few remarks, Madam Temporary Speaker, I want to support the Bill with amendments at the Third Reading."
