    "content": "Thank you, Madam Temporary Speaker, for giving me the chance to support this Motion. I want to start by informing the Senator for Wajir that the Jubilee Government is actually generous. If you look at Article 203(2) of the Constitution, we are supposed to be giving the county governments not less than 15 per cent of the revenue. However, the Jubilee Government has promised to give 32 per cent. We hope that this will translate into real benefits. If somebody gives you more than you are supposed to be given, is that not a generous person?"
