However, the Treasury, the CRA and the Transition Authority (TA) and the Senate should work together in the coming Budget because this is where appropriate decisions ought to be made. Therefore, the Committee on Finance, Commerce and Economic Affairs from the Senate and other committees on devolution will be able to advise in advance these kinds of allocations. If we leave it to the Treasury, it is a known tradition that some of these civil servants are very lazy in terms of doing research to be able to understand the current situation. Therefore, I think that will help this Senate not to dwell too much on something which ought to have been done during the time of allocation. Madam Temporary Speaker, for the county government to succeed, we do not just have to give them money. We can give them 50 per cent or 90 per cent of the total Budget, but what we should do is to make sure that Members of the County Assembly are well trained. They should not be left the way we were left after we had just been elected. During the time of Independence, we were put in a House like this one where you found white men and women and only those who understood what was happening were able to follow. We should not allow our county legislators to be left without training so that they know the role of the Governor, the Senator and also a Member of Parliament. We are making a mistake to assume that they know. We need to do a lot of research to understand that we have a problem and try to resolve it. So, I think training needs to be taken very seriously by those who are involved in matters of county administration. As Sen. Kajwang said, we do not need any Ministry to supervise the devolution because it is already there and men and women of knowledge are on the ground supervising it. Therefore, we need the Constitution to be followed to the letter. Let us not talk of who has the power. I have said it in this House that we should not agree to be involved in issues with people who do not know enough for them to know that they do not know. So, we need to move on and forget those who are talking because they are politicians. This controversial politics is being done at home. We are not going to allow any Senator here to bring into this Senate their in-house wars. Let them fight their wars at home. Let the Members of Parliament who have a problem with the Senators fight at home without us getting involved. We are going to look very cheap to allow ourselves to be involved in this issue.
