    "content": "Thank you, Mr. Deputy Speaker, Sir. I take this opportunity to thank Sen. Zani for bringing this Motion. I would wish to bring a new look at the new situation. The questions that I would like us to ask ourselves, as Kenyans and as leaders, are: Who are these people who are affected by floods? I have not heard of a leader, an administrator or a senior person in society having been marooned by rain or floods. Who are the affected and where are they? Mr. Deputy Speaker, Sir, many are the times when we watch television. We see people being evacuated or trying to wade through water.
