    "content": "“In every instance where the Constitution lays down a fixed majority, it is necessary to decide on any question, the House shall not proceed to a division on that question unless and until a number of Members equivalent to such fixed majority is present at the time for directing the division.” It is important to note, and I emphasise this, that this procedure was not carried over into the Standing Orders of the Senate. For better or for worse, there is no similar provision in the Standing Orders of the Senate under which we are operating. Our nearest equivalent to the Standing Orders cited by Sen. Wetangula is Standing Order No.60(1), which provides that, and I quote:-"
