If you look at this issue, you will definitely conclude that it is a matter of very grave concern and it is known by some people in authority. For anything to happen like it is happening in Laikipia County every now and then, and what happened the other day in Bungoma and Busia counties, for that matter, no Government will tell you that they are not aware. I am very sure that any Government that does not take care of the life and property of its own citizens, then it is not worth being called a Government. Mr. Deputy Speaker, Sir, I will bring a Motion to this House and I hope hon. Senators will support me to dig into this matter. Let us unite and see whether we can bring this country back to sensible people rather than surrendering it to criminals. Cattle rustling has now been commercialized by some people. It is not like those days when people used to collect animals, take them home and they were met with jubilation. Nowadays they are packed in a lorry and delivered in Nairobi slaughterhouses. How do they get here? I think we have totally failed unless we are saved by the new Government. The past Government did very badly in terms of security. The last Government totally failed.
