    "content": "Mr. Deputy Speaker, Sir, I stand to support the Motion on the grounds that it is on the lips and the minds of every Kenyan today as to what is happening to the security of this country. There are criminal elements causing havoc all over the country. We, as leaders, cannot just stand and be spectators and merely apportion blame. It is incumbent upon every citizen of this country to decide that enough is enough and that we do everything possible to make sure that we return the security of this country to its rightful place, so that every Kenyan can go about their business without any fear. As I said, one would ask why these things are happening in many parts of this country. I do not agree that this is merely because of poverty or because of other reasons. We must find out the reasons contributing to the insecurity. When I was contributing to the Presidential Speech, I said that time has come when the Government should appoint a Judicial Commission of Inquiry to interrogate The electronic version of the Senate Hansard Report is for information purposes only.
