Our security is not in the hands of our people in the sense that we have created a lot of suspicions in the way that we manage the organs of national security in this country. Organs of national security are extremely excessive. When they hear of an issue in Bungoma, rather than use intelligence guided security to flash out those criminals, they end up violating an entire city or town. This prejudices the entire security apparatus and further undermines security in those regions. I want to share solidarity in all those areas, particularly in western Kenya, which have been hard hit by the recent wave of insecurity. There are all forms of insecurity in Mombasa, northern Kenya and in other areas. Therefore, there is need for the Government to reinforce the issue of proactive security which means that you capacitate people with employment, education and means of development, so that they develop their cities and states and have security in this country. Thirdly, time and again, it is easy for the Inspector of Police to blame insecurity on others. Now, there is a politician who has done it and next it will be someone else who will have done it. Rarely do they take personal responsibility in terms of insecurity. It is high time that people resigned from positions of authority and responsibility that they hold if they fail to ensure that there is security in this country. They cannot constantly say that they blame it on the Mungiki, Mombasa Republican Council (MRC) and on everybody else, but themselves. What have they been doing for three years, year in, year out? It is important that the President and the Government, through the Senate Majority Leader, to ensure that people who fail in their responsibilities take political responsibility. Therefore, it does not suffice that we constantly blame others for insecurity in this country. Lastly, we want to see a classical resolution of the insecurity in western Kenya. To blame it on the political class is one thing. We also blame it on the Internally Displaced Persons (IDPs) because this is proactive responsibility. This demonstrates negligence across the arms of national security. Why would a political person threaten the security of his own people? For what particular reasons and net benefit would he do this? Politics are over. They cannot continue to give us blanket interpretations and statements of things that do not necessarily meet the test of logic. In terms of western Kenya, we want a report done expeditiously. I urge this Senate to take a proactive step through its security committee to document incidences of insecurity and to recommend robust measures towards resolutions. So, the Senate should not only debate on this issue, but also make a resolution to ensure that we have an intervention. That intervention must be enforced through this Senate. We must prevail on the duty bearers to discharge their responsibilities under the Constitution and under the law. We will not, again, expect to be treated to the theatre of police officers attending to the pretences of reactions only for them to allow the matter subside and nothing else happens after that. So, we are looking forward to that. We do not want victimisation of anybody; not even of a political person. We want security bodies to be objective and robust in their investigations and to give us the truth and answers, so that we can resolve this matter, once and for all. I beg to support.
