"content": "organized criminal gangs who are doing things with impunity even where they know that the national leadership is involved? We must ask that particular question. Although our Constitution states that the national Government and county governments are distinct, we know they are also inter-dependent. The area where they can be inter-dependent is the area of security. Another Senator talked about the people being involved in this issue. At one time, there was community policing. This policy worked very well, except that when now the people who belonged to community policing in a particular area were forced on people, it never worked. When they were elected by the people, it worked. Why has the idea of community policing failed? If there is an effective community policing then, at least, a number of these gangsters who come from the community in which they are attacking would have been known and dealt with on the spot. Mr. Deputy Speaker, Sir, I want to conclude that the county governments must somehow be involved. In the legislation that we enacted, we said that the Governor should be the Chairman of the Security Committee in that area. If the Governor is in charge of security in that area, I have not seen Governors both in Bungoma and Busia counties being involved by the national security officials in the management of the security in those particular areas. They have not been involved. It is like the police force is acting parallel to what the Governor is doing. The Governor and the county assembly representatives are the elected political leadership in the county. So, how are we going to be effective in dealing with this matter at the grassroots level if we are not involving the political leadership in a particular county? That would call for a proper policy on how the Governor and other leaders in the county can be involved rather than the police acting parallel to the county governments that now exist. Mr. Deputy Speaker, Sir, we are talking about the causes of crimes. People come up with their own theories. There was a very big supplement in the newspapers about a national crime and research centre. This is supposed to help this country identify the causes of crimes. This will help people to be cautious. So, what are they doing to help us on that issue? So, what can the Senate do? Sen. Haji, please, do something, you are the Chairman of the Committee on National Security."
