The option he has is to answer the part of the Question which he feels he is competent to deal with, and then tell us whoever he thinks should answer the other part. Alternatively and better still, he could refer the matter to the Prime Minister who would then respond to it because it cuts across more than one Ministry. Is he in order to run away from answering the Question?"
