Secondly, my appreciation goes to the United Republican Party (URP) that nominated me to serve in this Senate. Since Independence, this is the only opportunity that we have been given as the people of Upper Eastern to serve as nominated Senator. Mr. Deputy Speaker, Sir, I would like to support the Motion. First and foremost, I would like to talk about insecurity in our country and, moreso, in northern Kenya. We cannot talk about devolution when we have the problem of insecurity in this country, especially in northern Kenya.
