    "content": "Mr. Speaker, Sir, I think we are dealing with a matter which I consider a matter which does not belong to us. We are discussing a document which is supposed to guide us in this House and this document has not been ratified by the Senate itself, because my understanding is that the Senate needs to midwife their own Standing Orders and that is why we have started with confusion. We do not understand the source of this document. I think when this Committee we are talking about is accepted by this House, there is need for us to start thinking about looking at these Standing Orders which I do not think we contributed to."
