You need to appreciate that Standing Order No.24(5) talks of whenever the President delivers an Address, a Senator may, as soon as practically thereafter”. Now that Senator happened to have been the Majority Leader this morning. The Motion to debate on the Presidential Address, so far in the Order Paper you are using, bears the name of the Majority Leader as the Mover and so that is why the confusion is coming up on this particular day. For purposes of the Standing Orders, they have made it elaborate so that those other scenarios that Senators have been demonstrating are actually factored. So, we can only amend this Motion to that extent because the contradiction that Sen. Wako, in the true words of Sen.
