    "content": "This Bill concerns the Kshs210 billion that, within the Division of Revenue Bill, the House allocated the county governments. In sharing this Kshs210 billion, the Constitution is very clear. Article 217(2) gives the criteria in which the Kshs210 billion will be shared. If you look at Article 217(3), and with your indulgence, I will read it for the country to know, it says that:- “(3) Within ten days after the Senate adopts a resolution under clause (1), the Speaker of the Senate shall refer the resolution to the Speaker of the National Assembly”."
