    "content": "Thank you, hon. Temporary Deputy Speaker. I rise to support this Bill. First of all, if you read Article 96(3), it says: “The Senate determines the allocation of national revenue among counties, as provided in Article 217, and exercises oversight over national revenue allocated to the county governments.” So, in my view, if there is any Bill in terms of sharing of revenue where the Senate has super powers then it is through the County Allocation of Revenue Bill and many of us have spoken to this. The drafters of the Constitution deliberately made provision for Article 96(3) and also made provision for Article 95(3)."
