    "content": "Hon. Temporary Deputy Speaker, this particular provision gives the Senate more powers in terms of deciding on the County Allocation of Revenue Bill. Therefore, my view would be that this House--- For us to even make amendments to any Bill, we require a two-thirds majority which is not very easy. I think this was deliberate. The role of the Senate is to determine allocation of revenue among the counties and that is the role that the people of Kenya gave it through a referendum in 2010."
