    "content": "Hon. Temporary Deputy Speaker, I know that there are few provisions in this Bill that probably in our view as the Budget and Appropriations Committee should have not been there. There is the issue of trying to amend the Public Finance Management (PFM) Act. I was one of the people who were very instrumental in coming up with the Public Finance Management Act when it was still a Bill and one of the provisions we made in that Act is that, that Act will supersede any other legislation when it comes to public finance management in this country. Therefore it is not tidy to try to attempt to amend this Act through legislation."
