    "content": "Hon. Temporary Deputy Speaker, Sir, I rise to support the Bill as it is. From the outset, I would like to state that it should not be seen as if this House is against devolution. This is not a fallen State and we only introduced devolution to take development to our counties. It is a big shame that today, we are fighting about money yet it is provided in the Constitution that the transition period should take three years.
