    "content": "The explanation is that the taxpayers are supposed to claim import VAT. They proposed that in the event that the taxpayer does not hold necessary documentation at the time, he or she be given three months to look for documentation, come and then claim. However, the Committee sat with the stakeholders and we agreed that, that time is short.
