These are the people charged with the responsibility of operationalizing the law, or enforcing the law, and they are generally expected to be well versed with the provisions of the law, and to be well versed with the consequences of acting contrary to the requirements of the law. For this reason, these are not persons who can be assumed to have done something in error. I insist that any contravention of the law by these persons is deliberate, calculated and is normally through connivance with other parties. So, persons falling under this category must be met with the deterrent measures as proposed in the amendment. Therefore, I support the amendment as moved by hon. Kajwang."
