    "content": "essence of this is actually to make healthcare affordable. When you go to almost every health centre, dispensary or hospitals, if we do not make syringes, infusion bags and cannulae available, then even when we have an emergency, our hospitals will not be able to conduct those emergencies. So, it is important for hon. Members to realize that giving something that can save life is a good service to these Kenyans. Hon. Temporary Deputy Chairlady, as my colleague, Dr. Nyikal will say, at times we make laws that can kill millions of populations; but if we make good laws, they can also save millions of populations. So, I rise to support this amendment. Thank you."
