    "content": "(b) are intended for the educational, scientific or cultural advancement of the blind for the use of an organisation approved by the national Government for purposes of exemption. (2) The exemption under paragraph (1) shall only apply— (a) once in every two years; and (b) to a person who has not enjoyed another eemption under the provisions of this Act.
