    "content": "The gist of this amendment is to exempt some of those materials that are needed by the physically challenged people to make their life comfortable. You have seen the Member for Westlands come to the House every morning. But because the vehicular equipment he has is designed in such a way that he is unable to sit in Front, he has been sitting at the back. That makes it very uncomfortable. He has gone home right now to be able to rest his back. We are here talking about empowerment of the disabled persons, the blind, the physically disabled and the disabled. If we will give sanitary pads to our children and have affirmative action for our women and youth, we must have affirmative action for the disabled."
