    "content": "planners. Most other people in these local authorities are not qualified planners; they are works officers. Therefore, the issue of enforcing parts of the Physical Planning Act has been weak. This is as a result of the issue of remuneration for the physical planners and the professionals in this area by these local authorities. Some of these people are too expensive to maintain and they go for greener pastures as private consultants or to other organizations; we hope to address this. We are in touch with the Department of Personnel Management (DPM) to see how they can support us so that we can retain some professionals in these areas to help in the enforcement process."
