"content": "Mr. Speaker, Sir, the way the Motion has been framed, for example, the first resolution that he wants us to make is:- “To urge the Government to immediately take appropriate steps necessary to deal with this matter for the good and in the best interests of the country;” Which are these appropriate steps that they cannot take without the resolution of the House? That is why I am saying it was necessary for you, in the spirit of the Standing Orders, with regard to Special Motions, that there is something in the Constitution which says something needs to be done. For example, if Kenya is going to war, there is a resolution of the House that is required. But this resolution is just talking about appropriate steps. Which are these steps? The other resolution says:- “Continue to cooperate with the ICC with regard to the ongoing cases before the ICC in accordance with the International Crimes Act (No. 16) of 2008 and other relevant laws of Kenya; This is already in the law. What do you want us to do? So I would add--- The electronic version of the Senate Hansard Report is for information purposes only.
